A hazardous material is defined as any substance or material could adversely affect the safety of the public, handlers or carriers during transportation. All DOT hazardous materials are listed in the DOT’s Hazardous Material Table.

The Department of Transportation (DOT) defines a hazardous material as a substance or material that is capable of posing an unreasonable risk to health, safety, and property when transported in commerce, and has been designated as hazardous under the federal hazardous materials transportation law (49 U.S.C. 5103).

The term includes hazardous substances, hazardous wastes, marine pollutants, elevated temperature materials, materials designated as hazardous in the Hazardous Materials Table (see 49 CFR 172.101), and materials that meet the defining criteria for hazard classes and divisions (see 49 CFR 173.2). In addition, hazardous materials in transport are regulated by the International Maritime Dangerous Goods Code; Dangerous Goods Regulations of the International Air Transport Association (IATA); Technical Instructions of the International Civil Aviation Organization; and U.S. Air Force Joint Manual, Preparing Hazardous Materials for Military Air Shipments.
